Hee, sort of? They've never released an album without claiming it had a "concept," although (in my opinion), the first two don't really hold up that way. A lot of their music videos have a storytelling element to them, though; the "I'm Not Okay (I Promise)" video is like a trailer for a nonexistant movie about boarding school outcasts, the "Ghost of You" video is set during WWII, and their last album, The Black Parade, was loosely supposed to be about one dying man's vision of the afterlife (which you get a look at in Welcome to the Black Parade). So while people just write regular RPF fic about the band, and the usual selection of random AUs, you get a lot of AUs that are specifically based on those video/album concepts (I'm Not Okay-inspired high school AUs are particularly popular - it's pretty much a fandom subgenre). They also generally like dressing up in costumes (a photoshoot including the lead singer dressed as a priest inspired one of the most popular fic in the fandom, bexless's Unholyverse trilogy).
They've just announced that their newest album is supposed to be a pirate radio broadcast from a post-apocalyptic future, and have made a trailer for it (not a real music video, since it doesn't include the whole song. They've also been teasing us with RP-style tweets from various "characters" in this future, so we definitely have another "universe" to play with. I'm really excited for this one, as you can see! /o\
